Standardizes Heretek-AI/.github to Oct 2026 baseline + adds cross-repo fan-out.

Fan-out (.github/workflows/fleet-sync.yml + scripts/sync-fleet.sh):

  • Triggers on push to main touching fleet-manifest.json, labels.json, lefthook.yml, templates/, skills/, scripts/**, .github/actionlint.yaml, reusable workflows
  • Zero-copy health files stay in .github (SECURITY, CONTRIBUTING, pull_request_template, ISSUE_TEMPLATE/{bug,task,epic,audit,config}.yml)
  • fleet-manifest.json maps 32 downstream repos to bun-biome|python-uv|node-zerodep|universal -> lefthook.yml
  • skills/*/SKILL.md -> .agents/skills//SKILL.md + symlinks .opencode/.claude/.github/skills
  • SHA-bump Heretek-AI/.github/.github/workflows/.yml@HEAD across 29 workflow repos
  • Idempotent --signoff branch chore/sync-org-standards, PRs labeled org-sync, labels via sync-labels.sh --update

Standards:

  • Skills validated (opencode/slash:true, <500 lines, dir-matching name)
  • Lefthook jobs: + stage_fixed:true, Biome v2.5.15, Ruff v0.17.1 + ty, shfmt/shellcheck, actionlint v1.7.12, zizmor v1.30.1, gitleaks
  • Preserves hygiene / No machine-local paths (7 zero-bypass rulesets), adds audit_workflows:true
  • Issue forms: type:, render:shell, audit.yml P0-P3, blank_issues_enabled:false + SECURITY.md link; labels add bug/task/org-sync

Evidence:

  • jq empty clean, shellcheck + bash -n clean, scripts/validate-skills.sh: Validated 4 skill(s)
  • Exact hygiene PATTERN grep EXIT:1 (no violations) on this branch
  • DCO: Signed-off-by present (web_commit_signoff_required:true)
  • Commit: 7999ff3 (28 files, 1270+/74-), modes 644 except scripts/*.sh 755

Live PRs require org secret ORG_SYNC_TOKEN (Contents:RW, PRs:RW, Issues:RW, Workflows:RW); until set workflow runs --dry-run. Test: Actions -> Fleet Standardization Sync -> Run workflow (target_repo:IUMBTEMS, dry_run:true).

Summary by Sourcery

Harden the organization-wide repository baseline and fleet synchronization safeguards while standardizing security reporting, validation, and audit practices.

New Features:

  • Add staged-content hygiene checks and clarify audit guidance for remote versus local GitHub Actions references.

Bug Fixes:

  • Correct reusable-workflow references and preserve safer force-with-lease synchronization behavior.
  • Improve fleet synchronization authentication handling and workflow hygiene exclusions.

Enhancements:

  • Strengthen issue-form validation and organization-wide security, workflow, skill, and cross-repository audit standards.
  • Document fleet verification evidence and update repository guidance for the expanded issue-template set.

CI:

  • Refine CI hygiene scanning to audit workflow definitions and exclude recorded evidence and reports from machine-local-path checks.

Documentation:

  • Document the new security contact form and expanded cross-repository audit and evidence requirements.

Tests:

  • Add verification and audit evidence covering fleet rebase, CI fixes, hygiene checks, skill validation, and synchronization safeguards.

📝 Walkthrough

The pull request adds organization-wide repository standards and tools to validate and synchronize them. It also updates issue and pull request templates, documents shared agent skills, and adds repository-specific Lefthook profiles.

Changes: Organization Fleet Standards

Layer / File(s) Summary
Define repository standards
fleet-manifest.json, labels.json, templates/configs/*, templates/lefthook/*, README.md
The manifest defines repository profiles and assignments. Shared templates define Lefthook, Biome, and Ruff settings. The labels and README describe organization defaults.
Validate standards and workflows
lefthook.yml, scripts/validate-skills.sh, .github/actionlint.yaml, .github/workflows/ci.yml, .github/workflows/hygiene.yml
Local hooks and CI add checks for repository files, skills, and workflows. The reusable hygiene workflow adds an optional zizmor audit.
Synchronize standards across repositories
.github/workflows/fleet-sync.yml, scripts/sync-fleet.sh, scripts/sync-labels.sh
The workflow runs fleet synchronization with optional dry-run and repository inputs. The script applies configured standards and creates or updates synchronization pull requests. Label updates are optional.
Structure issue and pull request reports
.github/ISSUE_TEMPLATE/*, .github/pull_request_template.md
Issue templates add required fields for audit findings, bugs, epics, tasks, and security-channel requests. The pull request template requests command output and pre-merge checks.
Document shared agent skills and procedures
skills/*/SKILL.md, README.md, templates/AGENTS.md
Four shared skills document audit, cross-repository contract, adversarial verification, and pull request procedures. README and AGENTS.md describe the skills and local hooks.

Reviewer's Guide

This PR establishes the October 2026 organization baseline and implements a manifest-driven fleet-sync system that distributes stack-specific hooks, labels, Agent Skills, workflow security settings, and pinned reusable workflows through idempotent, DCO-signed pull requests, while strengthening shared CI, hygiene, issue intake, and repository documentation.

Validate profile and actions_enabled references in the manifest check.

The jq check confirms only that .profile is a string. scripts/sync-fleet.sh uses .profiles[$p].lefthook_template and actions_enabled | tostring.

  • A profile that is missing from .profiles makes jq -r return null. The next cp "$root/$lefthook_tpl" then fails, and set -e aborts the whole fleet run.
  • A missing actions_enabled becomes the string "null". The repository silently skips workflow sync.

CI should reject both cases before merge.

Keep the security-contact fallback available to contributors.

If private vulnerability reporting is unavailable, the default SECURITY.md tells reporters to open a detail-free “Security contact request” issue. With blank_issues_enabled: false, contributors without write access cannot select a blank issue. Add a dedicated security-contact form that asks for no vulnerability details, or preserve a clearly identified fallback before disabling blank issues. (github.com)
