Summary
Merge after #153. Replaces #148.
Before: plan courses were not allocated to degree requirements, and the requirements page showed long rule rows.
After: plan courses are allocated to degree requirements (with electives) and a student can place a course under a chosen rule. Requirement rows are compact and collapsible, sorted by what is left to do, with purple for planned and green for complete, and suggest courses for unmet rules. Structure imports read requirement scope and the majors and minors a programme page lists as its options. Admins can preview structures as sample students.
How: five feature commits (placements storage with migrations 017 and 018, allocation, structure import, sample-student preview, requirement rows), then a test update for course rows that now always link.

Migrations
017_requirement_scope.sqland018_requirement_placements.sql. They are applied to haz's local Supabase only. Merging tomainruns the production migration job.
