Documents the org-wide scan filters shipped in web PR #540 (branches,
labels, authors, keywords) and consolidates the check gate and SLA
threshold settings, previously scattered across the dashboard page,
into a single organization-settings page. Updates the repository
config reference for the new config.yaml fields and per-dimension
precedence rules, and rewrites the setup guide's branch coverage step
now that per-repo branch selection has moved to org settings and
config.yaml.
skip.paths now shares glob syntax with skip.branches (no more gitignore
references), adds worked * vs ** examples for nested branch matching, and
tightens several notes/tips across config.mdx and organization-settings.mdx.
