Initial docs for mid-specialism project

This PR formalises the discussion from the project team from here into github. We will iterate from here, from now on.

The goals of this pr:

1. Document aligned goals and direction for the project, that we will refer back to from now. Details are still up for discussion, but we also need to keep making forward progress to ensure this is ready to try out in the current teams by start of March.
2. Share enough context to enable the next action to draft the weekly plans.

Right now the frontend and backend stuff is a bit mixed up as it's all in this same parent directory, but later on i will work out a reasonable way to split it into the separate courses directories properly. Doing it all in here is ok for now!
