Summary
The Control API standardization implementation was validated and merged in #217. Remove its complete temporary group from
docs/todo.md, including the cleanup item, so the TODO retains only unfinished work.The change deletes 16 lines from one file. The current version, usage rules, second-stage platform scope and Future section are preserved.
