* Create internal github-release-skill (`data_agent_common/internal_skills/github_release_skill`) with complete 7-step Piper-first workflow for oncall engineers managing releases across Piper and GitHub (`data-agent-kit-starter-pack` and `data-agent-kit`). * Bundle skill with `agent_skill` and `validate_skill_test` build rules. * Update `sot_reviewers` in `copy.bara.sky` to include danielheyman, ellurubharath, girishduvuru, and snehamitshah. * Remove `required_labels` from `import_pr_config` in `copy.bara.sky` so GitHub PRs import into Piper automatically. * Add `internal_skills/**` to Copybara `git_files` exclude list.
