Code Review
This pull request updates the versions of Terraform and the developer tools Docker tag in the Makefile. Specifically, TERRAFORM_VERSION is bumped to 1.15.4 and DOCKER_TAG_VERSION_DEVELOPER_TOOLS is bumped to 1.27.1. I have no feedback to provide as there were no review comments.
