The /release-pr skill said to bump a package's melos.yaml ref only when an in-repo dependent needed the new version. We want the ref to always equal the released version, otherwise the next melos bootstrap leaves it stale. #200 needed a follow-up commit because the skill skipped this step.

• .claude/skills/release-pr/SKILL.md: step 2 now sets each released package's command.bootstrap.dependencies entry to ^<newver> on every release.
• STYLE_GUIDE.md: the Releasing checklist lists the same step.
