Tracker: close 39 SDD-scoped threads obsoleted by the SDD retirement

Problem or opportunity

#1408 (feat/remove-sdd-odd-only, closing #1405) retired the SDD surfaces from main, but the backlog was not swept: 39 open threads (25 issues, 14 PRs) still ask for SDD machinery that no longer exists.

Verified on current org main: 0 files of OpenSpec parsing code, sdd-preflight, sdd-init, and sdd-profiles assets. Only two odd/tasks/ work records and one legacy test fixture keep the sdd name. Cross-repo context: the same retirement landed in Gentleman-Programming/gentle-ai#4967.

Every item below was checked against its body: the full ask lives inside deleted SDD machinery. Threads that only mention SDD but track surviving defects are listed under "Keep open".

A maintainer closes the following as not planned (obsoleted by the SDD retirement), referencing this tracker.

Alternatives considered

Commenting on each of the 39 threads individually: rejected, one root cause (PR #1408) and one list are easier to review. Doing nothing leaves 39 threads that cannot be fixed as written.
