oxlint 1.78 compatibility

oxlint 1.78 implemented one-var, and the preset's blanket style category
enabled it automatically. Consumer repos using one declaration per statement
started receiving errors that asked them to combine adjacent declarations.

The base preset now disables one-var, preserving the established declaration
style across all five variants. The regression suite runs against oxlint 1.78
and also confirms that the preset's safety rules remain active.
