Define supported Python matrix and package install smoke tests

## Scope
Choose supported Python versions from tested dependency compatibility, not assumptions.

## Acceptance criteria
- supported versions are declared in metadata;
- each supported version can install core package and run smoke tests;
- unsupported legacy combinations are documented;
- optional extras have their own compatibility checks where needed.
