Brief description of what is fixed or changed

This PR updates the File Tracking backend with the new workflow-aware implementation, including the API layer, workflow utilities, selectors, services, signals, management command, migrations, and the test package.

It also replaces the old tests.py layout with a package-based test structure at applications/filetracking/tests/test_module.py and adds Fusion/settings/test_no_serialize.py for running focused tests during the migration phase.
