Third-party ruling executed: epoch 1 closed at the defect boundary with full evidence (lock hashes, three executed cells + validated terminal states, chain tips, PROMOTION-OUTCOME hash, frozen order.py hash, empirical deadlock reproduction, no-capability statement, verbatim closure + epoch-2 amendment language). No abatement mechanism created; epoch-1 artifacts immutable; epoch-2 receives fresh locks + new finalization and re-runs the order from the beginning with explicit event-specific terminal-state progress semantics (COMPLETE | NOT-PROMOTED | NOT-LOCKED | NOT-EVALUABLE; INCOMPLETE/INADMISSIBLE never progress-valid, proven by test).
