First real failed acquisition surfaced the gap: emit_promotion_outcome states the intent verbatim (not an exception, not a deadlock), cell_state validates the NOT-PROMOTED record, but completed_cells accepts only COMPLETE — so the prefix walk deadlocks at the first legal denial, and CAPABILITY_LOCK has no terminal path at all. The repair is a harness-bytes change; post-FINAL that trips preflight V3 and re-minting is refused by design (EXECUTION-LOCK-FINAL-REFUSED) — the FINAL semantics deliberately contain no mid-epoch repair path. Governance ruling required: (a) epoch-2 protocol, or (b) an explicit auditor-supervised defect-abatement mechanism. Nothing estimand-grade is lost; full evidence in FAMC-EXECUTION-STATUS.md.
