About the PR
IPCs couldn't hear the Oracle after the last upstream merge because they lacked PotentialPsionicComponent. They now have that.
Why / Balance
IPC Chaplains unfortunately couldn't do their jobs and Barheru was really sad about it.
Technical details
I know Nubody is likely coming very soon and with it a lot of changes that might make this PR incompatible or obsolete. In case it'll still be needed post-merge or it'll be a while before it comes, here it is. It's unfortunate that I've only now realized just how easy it was to do this.
I really should have done this weeks ago. I heard people talking about the issue and why it was happening, so I thought it would be fixed by someone else pretty soon, but I guess everyone was putting out different fires. That, or there's something about this fix that messes something up. I can't see what it would be, though.
