Changes

• Set pyproject.toml and uv.lock to 0.1.3; no dependency resolution changes.
• Date the existing unreleased changelog as 2026-11-05 and preserve qualified support limits.
• Preserve unrelated local evidence deletions and .gitignore edits outside this PR.

Verification

• uv lock --check and uv build passed.
• tests/test_release.py: 10 passed.
• Clean installed-wheel package_smoke passed, runtime 0.1.3.
• Independent architecture/security review: 0 findings; metadata/lock/changelog and release provenance path reviewed.
• Git HTTPS push was unreachable; GitHub REST git database created the identical local tree and commit SHA 7da3c9e.

Publication gates

All PR checks must pass before merge. Publish only exact successful main CI artifacts via the existing Release workflow.

Independent architecture/security review completed: 0 findings. Local release tests 10/10 and installed-wheel MCP smoke passed. Hosted PR CI run 42030170128 passed quality, package-smoke and all six Ubuntu/macOS Python 3.11–3.13 compatibility jobs; supplementary cross-OS process checks also all passed. Release candidate ready for protected-main merge; publication still requires exact-main CI.
