The irf schema entry is type='path' with an 'installed' list of machine IRF ids, not a 'choice' entry with a 'choices' list.
maven.scijava.org serves valid poms for these two artifacts but 404s on the jars themselves, so a clean checkout can never resolve the extension's classpath. The jars here are extracted byte-identical library jars from the official QuPath-v0.7.0-Linux.tar.xz release build (lib/app/), which is unaffected by whatever's wrong with scijava's blob storage. Repository content filtering routes just these two GAVs to the vendored copies and leaves everything else on the normal repos. Drop vendor-repo and the repositories block once qupath-gui-fx-0.7.0.jar resolves normally from scijava again.
