Explanation of Change

Members with the approveOnly role cannot create expenses or reports on that workspace. If they have no other workspace where reports can be created, they have no eligible destination reports and cannot create a new report.

This PR:

1. Updates canEditFieldOfMoneyRequest in ReportUtils to check whether reports can be created on any eligible group workspace (getGroupPoliciesWhereReportCanBeCreated), and filters out policies where canCreateExpensesOnPolicy is false when counting candidate destination reports.
2. Gates createReport in DynamicIOURequestEditReport so the option is hidden when there is no eligible workspace to create a report in.

PROPOSAL:

Tests

Precondition:

• User A creates a Control workspace.
• User A invites User B to the workspace.
• User A changes User B's role to Approve-only in workspace settings > Members.
• User B has two expenses in the workspace report/chat.
• User B deletes any other workspaces so they only have User A's workspace.

1. Log in as User B and open the report with the two expenses.
2. Bulk select both expenses.
3. Click More.
4. Verify "Move to report" is not displayed in the options.
5. Deselect expenses, open the three-dots menu on a single expense.
6. Verify "Move expense" is not displayed in the options.
7. Open the single expense details page.
8. Verify the "Report" row is not editable.

1. Open the report with expenses as User B.
2. Go offline.
3. Verify "Move to report" and "Move expense" remain hidden offline.
