Show a "Tax reclaimable on" column in the distance rates table #104782

Problem

The rates table doesn't show how much of each rate is tax reclaimable. Admins have to open each rate's details page to see it. The 8 UK fuel-band rates differ only by this amount, so admins can't check them at a glance.

Solution

• Add a taxReclaimableOn column to WorkspaceDistanceRatesTable, right after Rate, with the existing workspace.taxes.taxReclaimableOn label.
• Show it only when tax tracking and distance tax are both on, the same check as the details page.
• Each cell shows taxClaimablePercentage × rate in the workspace currency, like the details page. It's blank when the rate has no percentage.
• Make it sortable by amount, and hide it in the narrow layout, like the date columns.
• This applies to every workspace that tracks distance tax, not just UK ones.
• Tests: the column shows only when both settings are on, and shows the computed amount.

Deploys after merge.
