Summary
This changes the numbering of the ADR files in the docs/developing/decisions, as there was a repeated entry for 00018. This also correctly keeps the 00018 numbered ADR, and changes the rest with 00019 and 00020 as they were not in use. As mentioned in the issue #163 the new ADR has been numbered as 00021.
