Enhance legend display logic and add error handling for images

Improve the handling and display of map layer legends in Ocean Stories.

• Adds logic to display "Legend not available" when both the url and label are missing, or to display only the available part if one is missing
• Wrapped legend images in a container div and added an onerror handler to show "Legend not available" if the image fails to load.
