Record the completed QuotaView 0.8.3 Build 1 release: Developer ID signing, Apple notarization/stapling, Universal binaries, verified public ZIP and signed appcast. Update the current release pointers, development runtime facts, scoped user acceptance, and README rollback links to 0.8.2 Build 2.
Documentation only; the immutable release remains tagged at 178a2b0. Source PR/main CI passed; 711 local tests (6 environment skips, no failures), 44 native question contracts, extracted launch, public-key ZIP/feed signatures, unchanged historical feed tuples and live Pages bytes passed. Full release evidence is recorded in VERSION_HISTORY.md and the local verification directory. No application rebuild or asset replacement.

CI note: attempt 1 ended with xctest SIGPIPE (signal 13), with the Unix bridge acknowledgement test last started. The isolated local test passed; the unchanged commit passed the complete CI on attempt 2 (run 38840130871). No application source or release asset changed during the retry.
