Prepare QuotaView 0.8.3 Build 1 (internal 75) from the latest development build. Include the merged macOS 27 glass compatibility, unified lower-glass/capsule appearance controls, settings and typography refinements, and WidgetKit font archive fix. Update English and Chinese README downloads and feature descriptions, including removal of the obsolete independent capsule tone control.

• 0.8.3 release, QV-RELEASE-0.8.3-001: Accepted / Verifying. The owner explicitly authorized GitHub release and appcast for this version.
• Rollback remains v0.8.2-build.2; its public archive was downloaded again and matches the recorded SHA-256.

• Universal arm64/x86_64 package signed with Developer ID, notarized and stapled; Gatekeeper passed. All 244 frozen inputs match the source commit; resources, extracted launch for 15 seconds and loaded framework paths passed.
• The final main CI and public ZIP/feed verification are required before distribution completion.
• The owner confirmed the Widget font fix restores the current Medium desktop widget on their Mac. Other visual, hardware and accessibility scenarios remain scoped manual acceptance; no UI automation or screenshots were performed.
