Summary:

  • Records the second June 9 issue-first outreach pass in LAUNCH.md.
  • Marks 10 additional backlog targets as contacted with maintainer issue URLs.
  • Keeps follow-up guidance issue-first unless a maintainer confirms PR scope.

Rationale:

  • The ledger is the source of truth for distribution/outreach and needs to match the external GitHub actions already taken.
  • Issue-first outreach keeps broad or ambiguous list contact lower-friction while the external PR backlog remains high.

Tests:

  • git diff --check
  • npx --yes markdownlint-cli LAUNCH.md
  • npm pack --dry-run --silent >/dev/null

Summary:
- Mark 10 more backlog targets as contacted through maintainer issues.
- Add a second June 9 reconciliation note with the new issue URLs.
- Preserve issue-first follow-up guidance for each contacted target.

Rationale:

  second batch before another distribution pass starts.
