docs(repo): require real names in DCO sign-offs - #16

The DCO is a legal certification about the origin of a contribution. It only means something if the sign-off identifies a person who can be contacted about it later, so a pseudonym, handle or noreply address defeats its purpose. The DCO sign-off is a legal certification of where a contribution came from, and it only means something if it names a person who can be reached about it later. CONTRIBUTING.md now asks for a real name and a reachable email in
Signed-off-by, rules out handles, anonymous and noreply addresses, and points out thatgit config user.nameanduser.emaildecide whatgit commit -swrites.Applies to commits made after this lands. No change to the dialect.
