Timezone (GMT, EST) to be selected by group manager so dates can be displayed accurately

Current Implementation and Limitations

A user ran into this issue on a Mouse ODC instance, where the date they selected for the instrument record did not match the one displayed in the datahub. This is because the datahub displays dates at GMT by default.

Displayed timezone should be determined by the user's browser setting. All data is stored in UTC.
