What does this PR do?

Refactors the hunt skill to be the coordinator and recorder — it finds targets, captures baselines, implements changes, hands off to review, and records all outcomes. Consolidates all db entries to use review's report format with id, verdict, and votes fields.

Motivation

Hunt was previously doing benchmarking work that belongs in review. This change clarifies that hunt captures baselines and records verdicts, while review runs post-change benchmarks and makes decisions.

Additional Notes

  • All 5 existing db entries updated to new schema (added id, verdict, votes, restructured measurements)
  • New assets/index.template.yaml for consistent index entries
  • Hunt no longer runs post-change benchmarks or makes pass/fail decisions
  • Added bug discovery during analysis phase (Phase 2)
  • Clear stage numbering for baseline capture
