In practice on TFN this worked quite well, Apoc has notably had the issue where warform garou are a bit of a joke and TFN had the same issue until this PR got put into testing.
This was intended as a stop-gap till a soak PR is done but it seems discussion is still out on soaking etc so I think it's probably healthy to put this in for now and just remove it if/when an alternative is found.
Why It's Good For The Game
Makes Garou more tanky without overpowering them. This makes low-caliber bullets and low-damage weapons do very little against them, while flames, silver, or high-caliber/high damage weapons will still be able to punch them hard if not ignore their armor due to sheer AP/damage.
