Expose the PQC primitives cas-lib already ships but this crate did not: - ml_dsa_generate_signing_and_verification_key / ml_dsa_sign_message / ml_dsa_verify_signature - ml_kem_1024_generate_key_pair / ml_kem_1024_encapsulate_shared_secret / ml_kem_1024_decapsulate_shared_secret Adds matching #[repr(C)] result structs in pqc/types.rs and round-trip tests.
