Add --dry-run / --estimate priced pre-flight (#81) — roundtable consensus reached - #133
Conversation
A priced pre-flight that resolves config + active lanes, fetches the price table (cached 24h, same as --max-spend already does), and prints the per-lane and panel worst-case cost without dispatching anything. The estimate is the same number the budget gate uses against --max-spend / budget_usd, so a --dry-run verdict is the verdict a real dispatch under the same args would face. * Refuses --dry-run --list (keep --list as the offline roster view) and --dry-run --synthesize (synthesis reads a finished run). * Inherits --each --diff's refusal (#74); --each/--panel are also refused with --discuss (the tool refused it already). * --diff folds the readers' worst case into the panel total; the JSON shape names which readers were picked. * --discuss multiplies by discuss-rounds + 1, both on the panel total and on each per-lane cost so `sum(lanes[].cost)` matches. * --revise uses the longest revision packet as the worst case (#4 contract). * Per-lane breakdown carries both `free` and `priced`; an unknown price collapsing to (0, 0) is fail-open (#72) and renders as `unpriced`, not `free`. * Unpriced http lane + a budget used to slip past the gate unseen; the dry-run reports the verdict explicitly as `would_exceed_budget: null` under `--json` and names the lane in the human summary, so a budget is never silently bound against an unpriced lane (#72). * --json emits a stable machine shape (`estimated_worst_case`, `would_exceed_budget`, per-lane breakdown, `unpriced`) re-using the same key `spend_report` already uses post-run (#79 / #131), so callers reading `--json` pre- and post-run do not switch shapes. v1.4.0 — new user-visible flag, no breaking changes. 15 new tests in `TestDryRun`; existing 258 untouched and still green (273 total). Supply a value for --discuss in this command.
--discuss requires a transcript reference or new. This example reaches argparse without either value and exits with an argument error. Use --discuss new for a cold discussion estimate.

Make the JSON panel total match its breakdown.
The example contains one lane costing 0.0060, with synthesis and discuss_passes both null. Its estimated_worst_case must therefore be 0.0060, not 0.0720. Correct the example so consumers can rely on the documented sum.

Count synthesis once for --discuss --diff.
When both flags are set, cmd_dry_run multiplies the synthesis cost by discuss_rounds + 1. The run makes that many requests per lane, but calls synthesize only once after the discussion. The report overstates the worst-case cost. The budget estimate also multiplies synthesis at roundtable Line 4063, so a real run can refuse a budget that covers its requests. Separate the repeated lane estimate from the one-time synthesis estimate in both paths.

Do not label explicitly priced HTTP lanes as unpriced.
When an HTTP lane sets price_per_mtok and no price table is loaded, lane_price_known marks the lane priced, but this condition still prints “http lanes are unpriced.” Check the computed unpriced list before printing the warning, and limit the warning to those lanes.

Make the synthesis-cost test detect an omitted cost.
Every reader in this test has price_per_mtok: 0.0. The test passes if --diff adds no synthesis cost at all, because it checks only that the labels appear. Give at least one selected reader a positive price, then assert that the diff estimate exceeds the otherwise identical panel estimate and reports that reader’s cost.

Assert that revision pricing uses the revision packet.
Both token assertions also pass if dry-run prices only the short original brief. Compare the reported prompt_tokens with the expected longest revision packet, or assert that they exceed the original-brief estimate by a meaningful margin. This makes the test enforce its stated regression contract.
