Part of #105
Ticks #111 in BACKLOG.md and marks the epic done. Adds the last definition-of-done line the docs were missing. README, SKILL.md and install.sh now say that a store failure never fails a paid run. CLAUDE.md/AGENTS.md already said it in #124.
