• typescript → 7 (closes #593)
• Jest now transpiles TypeScript with babel-jest instead of ts-jest. ts-jest caps its typescript peer range at <7, and its runtime use of the TS compiler API does not work with the native TS 7 compiler. babel-jest has no typescript peer dependency, so the test runner is decoupled from the compiler version.
• resolveVersion() takes an optional getLatestVersions override for testing
• biome.json migrated to schema 2.5.15

Fixed

• tests/downloader.test.ts: fetchExpectedSha tests replaced the http.download export, which did not affect the reference already captured by src/downloader.ts
• tests/versions_vulkan.test.ts: the "null latest version" test spied on a module internal that getLatestVersions() can never return, so it asserted an unreachable branch
• getLatestVersions() cannot return null, so the latestVersion !== null branch in resolveVersion() was dead code and has been removed

Testing

• Statement coverage raised from 92.06% to 97.31% (216 tests, up from 191)
• tests/platform.test.ts: 6 tests asserted against a jest.fn() that the test itself configured, so the real getPlatform() never ran and the suite passed even for functions that do not exist in src/platform.ts. Rewritten to mock node:os and exercise the real module
• Removed 2 placeholder tests in tests/input.test.ts that asserted true === true
• Added coverage for the GitHub token store, the verify.ts and windows.ts catch blocks, SwiftShader/Lavapipe verification failures, the Windows cache-restore path and the standalone Vulkan Runtime install
