Exact-head owner repair review (COMMENT, not approval). RCA: deleting .github/dependabot.yml left a repository-metadata test that opened the deleted file, contradicted the commercial security attestation, and reversed Accepted ADR-0009 without a Proposed decision. RED reproduced the exact FileNotFoundError. GREEN removes the obsolete file-existence contract, corrects the attestation, links Proposed ADR-0137, and records the Gap/CHANGELOG evidence. Offline warnings-fatal metadata verification: 16 passed; compile and git diff --check passed. PR is Draft / Proposed / merge HOLD; exact-head Security and Quality evidence is not GREEN and independent approval is absent.

This substantive supply-chain process change retires automated dependency updates in favor of an unspecified manual process, but neither this ADR nor another changed document provides a relevant academic paper, full citation, or—if redistribution is unavailable—a link and summary. Add the required research grounding so reviewers can evaluate the documented freshness and security tradeoff.
