docs(prd): reconcile duplicated occupational requirements and ADR identities #807
The current protected-main product requirements contain duplicate PRD-FR-2A, PRD-FR-2B, and PRD-FR-2C sections. The later block also cites ADR 0264, which is not present on protected main, and cites ADR 0256 for O*NET linkage even though accepted ADR 0256 now governs evidence-bearing Voice combinations.
Because ADRs are normative, the supporting PRD cannot currently establish the later occupational hierarchy/content/linkage claims as accepted product authority.
Acceptance
inventory each duplicated requirement against protected-main ADR, implementation, migration, tests, API, and rendered/runtime evidence
retain distinct stable requirement identifiers
remove or relabel stale candidate-only claims without deleting implemented capability
keep Voice ADR 0256 distinct from occupational authority
keep unsupported occupational linkage explicitly unavailable; do not invent a replacement ADR number
add a documentation regression for unique PRD requirement identifiers and existing ADR references
No source records or identifying runtime evidence are needed.
Current delivery authority moved without closing this issue. PR #847's valid occupational ADR/PRD + documentation-hygiene delta was first converged non-force on #1123 and then normally squash-composed into the non-default #1123 branch at successor 1eb8f5f56c2b9038c937f6a428f83278e4e08700 because #847 already had auto-merge armed. Protected main@83eba561... is unchanged, so #807 remains open. Close only after the complete successor reaches protected main with fresh exact-head required checks and qualifying independent approval; the #847 stack merge is not protected delivery evidence.
