사용자 지시를 K-CSAP 중앙 CI 전환의 지속 가능한 Goal·증거 경계로 기록합니다. 이 PR은 workflow 구현이 아니라 additive doctoring/coordination 문서입니다.

초기 exact-head 관찰: dynamic Code Quality run37943533463와 CodeQL PR run37943541655는 failure지만 해당 실패 job의 steps=[]입니다. source/test failure나 runner lease성공으로 해석하지 않습니다.
