The merged tree consumes patched shared locks without a leaf workaround, records exact hosted evidence, and keeps CodeQL plus independent-review admission fail-closed. Local exact-tree verification: 43 focused dependency/workflow tests passed; 35 runtime-quality consolidation tests passed; workflow YAML parsing, compileall, and git diff --check passed.

This owner workflow refetches the live base immediately before both merge-base decisions while retaining exact-head checkout and fail-closed enforcement.After stacking on #2530, the workflow exposed a second admission defect: its
pull_requesttrigger admitted only basemain, so a stacked owner PR produced no Agent Review Runtime Quality run. RED coverage reproduced the missing stacked-base admission; the minimal GREEN removes only that filter.Docstring and scheduler queue-position repairs remain owned by parent #2546. This PR consumes them through ancestry and keeps its leaf delta to the five Agent Review Runtime paths.
