Follow-up review pass: remove LICENSE-COMMERCIAL.md, add OFFICIAL_BUILDS_AND_SERVICES.md, and update all remaining references across docs, source, installer, UI strings, and workflow files. Rebrand in-app "License" tab to "Registration".
