Refs #24. Adds strict Director contract admission for six document families and all 32 mandatory method interfaces, exact rational timing, version/hash-bound references and independent milestone states. Native execution remains with existing subsystem owners; synthetic fixtures do not establish production acceptance.
Independent full-diff review passed tree b74e174ffacc3d1f8f56583287b3fab79081f002: 148 tests passed. Fresh resume check: 31 Director tests passed. Both schema checks and exact-byte bundle validation previously passed on the identical tree. Existing main remains bb5a681.
