Implements #6: a saved, terms-bound request enters a durable queue only after explicit email-link confirmation by POST. A separate authenticated worker claims one exact hostname, runs the existing passive checker under an unprivileged child with connection-time public-IP/scope checks, and persists receipts for bounded retries without rescanning uncertain jobs.
The MU plugin stores private evidence, supports cancellation and expiry, and requires completion of the manual review before sending the full report to the original contact. Mail transport acceptance and confirmed delivery remain separate. Includes pinned Docker deployment, operator/retention/rollback documentation, a prepared site patch, and isolated WordPress fixtures. The standalone checker and vulnerability classifier are unchanged.
Validation: 65 Python tests on Windows (3 Linux-only skips); all 22 worker tests under the production-style restricted Linux container, including real privilege drop, secret isolation and timed termination; WordPress/MariaDB integration suite; seven actual site-handler scenarios; real HTTP confirmation/claim/start/result/replay/concurrent-claim flow with synthetic scan responses; packaged image smoke test with network disabled. Independent source review completed with findings resolved. No customer targets or real mail used.

codex/php2shell-authorized-queue. Keep #6 open until both changes merge. Production rollout is separate and disabled by default; this PR does not deploy or provision a production worker.
