What this changes

Adds legal citations and narrows the plan's guidance on testing authorization, marketing, privacy, recurring billing, Ohio tax, software licensing, and AI. Updates the HTML and PDF, clarifies attribution in the legal notices, and records unresolved owner/counsel questions in docs/LEGAL_REVIEW.md. This is a documentation review, not a legal opinion or compliance certification.

How it was checked

• Deterministic HTML rebuild with python scripts/build_plan.py.
• Local Chromium: 20 main sections, no broken internal anchors or page JavaScript errors.
• Regenerated 35-page PDF; checked legal text and clickable citations, and visually inspected the legal section in HTML and PDF.
• Local documentation links and Git whitespace checks passed.
• Fresh-VM testing of linked software and production systems: not run. No capability or production-readiness claim is made.
• The repository has no configured Actions workflows or branch protection at preparation time.

Prior work

Repository searches for legal, license, and privacy found no existing issue or PR covering this review. Organization searches found the related authorization implementation in CompleteTech-Security/php2shell-check#12; this change documents legal boundaries rather than changing that implementation.
