Add documentation feedback widget

[Blargian]

Adds a localized documentation feedback widget beneath the right-side table of contents.

Readers can submit positive feedback directly. Negative feedback opens a compact form where they can select a reason and add an optional comment. Submissions are sent to the existing documentation feedback endpoint.

The widget is also shown on standard documentation pages without table-of-contents headings. Its interface strings are included in the locale schema and navigation translation validation.

Validated with:

• pnpm exec astro check
• DOCS_LOCALE=en DOCS_REMOTES=none pnpm exec astro build

Status hidden under feedback popover

Medium Severity

Moving [data-ch-feedback-status] out of the negative-feedback form places submitting and error copy under the open bottom-end popover. Those messages stay obscured while the form is still up, so a failed thumbs-down submit can look like it did nothing.
