Expose BigQuery ClickPipe query CDC controls #1107

Expose the remaining BigQuery ClickPipe drift from #1088 after its API layer.

Extend the existing BigQuery create command with the spec's replication method, pull window, query CDC parallelism, sync delay and sync interval controls. Extend strict table-mapping JSON with eventsFunction and queryCdcWatermarkColumn. Cover clap parsing, builders, omission and invalid inputs, and real-binary wire requests; document applicable replication-mode constraints beside the BigQuery reference.

No new client methods are needed or intentionally omitted. This extends the existing drift stack above #1099. Third-party BigQuery live setup and paid test-service provisioning are outside this task's approved scope.
