fix: repair Windows updater verification

• pass Windows package paths safely to native PowerShell probes
• isolate Windows PowerShell modules and normalize MSI COM metadata
• enable verified schema 3 in-app handoff while keeping iOS sideload manual
• make download/failure banner states explicit

• 1325 passed, 25 skipped
• ruff check src tests
• compileall src tests
• git diff --check
• live non-installing verification of the public UTHelper-2.3.0.msi
• coordinator reached ready_to_install without launching the installer
