Switch the Claude review workflow to pull_request_target so fork PRs can use the base repo's secrets. Fork PRs are reviewed only when the author is listed in the CLAUDE_REVIEW_USERS repo variable; the PR head is never checked out. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

claude-code-review.yml改用pull_request_target觸發，讓 fork 的 PR 也能取得 secret、跑自動審查。CLAUDE_REVIEW_USERS裡的 fork PRbbtu1,alice。改名單不用改 workflow。安全考量
gh pr diff/view讀內容、用gh pr comment留言。allowed_non_write_users+ job 範圍的GITHUB_TOKEN（job 結束即失效），workflow 權限只有contents: read、pull-requests: write。注意
