Adds the OpenSSF Best Practices badge (project 14615, registered 2026-09-13) to the generated README badge row, between the Scorecard badge and the licence. The kernel README carries the regenerated row in CTRLRun/ctrlrun on branch badges/best-practices; this side merges first so that PR's docs audit sees the generator with the entry.
