Description of changes

Sets up the repo structure for our tech stack and adds automated checks.

• App: Next.js 16 (App Router, TypeScript, src/ dir), TailwindCSS 4, ESLint. The starter page is replaced with a simple InterviewOS landing placeholder.
• UI: shadcn/ui initialized (components.json, src/components/ui/button.tsx, src/lib/utils.ts).
• Database: Prisma 7 with PostgreSQL. prisma/schema.prisma has no models yet, since schema planning is a Fall task. The generated client goes to src/generated/prisma (gitignored) and is rebuilt on npm install via postinstall.
• Env: .env.example with the variables listed in CONTRIBUTING.
• CI (.github/workflows/ci.yml): npm ci, lint, typecheck, and build on every PR and every push to main.
• Secret scan (.github/workflows/secret-scan.yml): TruffleHog on every PR and every push to main. Reports verified and unknown secrets.
• Scripts: typecheck (next typegen && tsc --noEmit) and postinstall (prisma generate).
• CONTRIBUTING: adds the typecheck step and a CI note, and updates the setup note.

Not included yet: auth (Auth.js vs Better Auth is still open), LiveKit, Monaco, and Excalidraw.

Testing

• npm run lint, npm run typecheck, and npm run build pass locally with no .env
• prisma generate works without DATABASE_URL
• CI checks passed
