Creating a Datadog Private Location via terraform emits sensitive data into state. This PR moves the previously created PL config into sops, so we can destroy the PL from tfstate while keeping the generated config.
NOTES:
- required changes to service module to allow writing to root volume
- required updates to SOPS

LGTM, noting we may change the number of failures allowed to be more than 0 if we find this is noisy at all.
