Creating a Datadog Private Location via terraform emits sensitive data into state. This PR moves the previously created PL config into sops, so we can destroy the PL from tfstate while keeping the generated config.
This reverts commit e995bc6.
NOTES: - required changes to service module to allow writing to root volume - required updates to SOPS
