Some small inconvenience with the "No upstreams" popup causing the keyboard controls to stop working until you click or tab back to the map, but otherwise seems to work well.

@quinnylee what order should I merge this and the map menu toggles? whichever is easier to fix I want to do second |

I think map menu toggles first, and then I can fix the keyboard accessibility once that's merged @JoshCu |

Buttons and toggle switches can be used with keyboard. Catchments can be selected with keyboard. Gage NWIS sites accessible by keyboard
