fix(glossaries): Wise Authority is never "human advisor" (zh, it, ar) - #268

Left over from #237. zh offered 人工顾问 beside 智慧权威 and used it in its example reply; it and ar framed the same example as consulting "a human advisor". The ruling is that Wise Authority is 智慧权威 in zh (Constitution 1.3), never 人工顾问, and the examples now consult the Wise Authority by each glossary's own term (it keeps "Wise Authority" in English, ar السلطة الحكيمة). CIRISAgent carries a zh-only patch for this (localization/patches/zh_wise_authority_term.diff) and drops it on the next re-vendor. Glossary pair count is unchanged (2993), and no other "human advisor" phrasing remains in the glossaries.
