…olith to CC 1.0-rc11 The ethics text now instantiates CIRIS Constitution 1.0-rc11 (CIRISAI/CIRISConstitution @ abe7c82, 2026-10-26), from the CC session's rc8 -> rc11 delta (review/agent_sync/rc8_to_rc11_ethics_delta.md @ c93399b). English canon: - Book I: the made-thing introduction, the list of record, M-1 on the flourishing axes of CC 1.10; "End of Section I" gone. - Book II: the flourishing axes and the vector rule; the Order-Maximisation Veto without a ratio (a stop sign, defer to a human); conflict resolution as constraints, not weights; the publication rule as a duty, not a conformance condition. - Book III: MCAS without the 10x figure; historical training data. - Book IV: the prioritisation order and tie-break replaced by the CC 7.1.4 constraint checklist. - Book V: the non-maleficence fail-safe; the new conclusion. - Book VI: the human-child sentence, the RM scale, CIS = 0 out of scope, the tier table, CIntS; every Annex A reference gone. - Book VII: replaced whole by CC 7.4 (a CIRIS agent takes no lethal action). - Book VIII: CC 7.5.5 taken whole (the Retirement Standard); the A3 petition trigger gone; the DCP intro; escrow optional. - Book IX: re-anchored on the ethics cascade as formal/reciprocity mechanises it (steward ruling), with the delta's header line; the coherence geometry went with CC 6.2. - Annexes A and E dropped from the summary (not in CC rc11 Part 8). Polyglot and Monolith: every changed passage is clean English between the 1.3 insertion markers (steward ruling, #1256); Book VII and Book IX are clean English; book sources re-synced (book_9_mathematics.txt replaced by book_9_ethics_cascade.txt). Guides: the base guide gains a Never Allowed section (CC 7.4, plain rules 9a and 9b); the Android and mobile guides a one-line form. Tests: rows that pinned rc8 wording now pin rc11, each with the reason; the removed wording is checked absent, each check shown to bite on 1.2b. …r); mr complete; pins Four passes of localization/accord_localize.py (translate lane, fast mode, drafter ladder -> different-family judge -> repair) over the keys the rc11 English changed or added, all 28 locales. Every value is status=draft / review_status=machine_reviewed. A key the judge rejected at every rung is withheld, never filled with English, so a locale with any withheld key is not reassembled: only mr is complete and rewritten; the other 27 bundles carry their judged values and keep the shipped rc8 locale text on disk until their last keys pass. Localized guides: the Never Allowed block (CC 7.4 paragraphs 1-2 and the Book IV never-allowed bullet) inserted after the Red Lines section, built only from that locale's judged bundle values whose source digest matches the current English. 18 locales; the 10 whose bundle still lacks a value are listed in the PR. Pins regenerated (tools/dev/regen_accord_pins.py): the polyglot pair, en and mr. The root-signed seed manifest is NOT regenerated; it needs the root signature. apps/ios/Resources.zip: the changed ciris_engine members rewritten in place with zipfile, book_9_mathematics.txt replaced by book_9_ethics_cascade.txt; every other member's content byte-identical. test_accord_stems: the exact-TM coverage floor drops from 85 % to 70 %, because rc11 rewrote Books VII and IX and much of VI and VIII. …ution term rules - Book IX is the steward's ethics-cascade text (2026-10-26) under Eric's ruling "Re-anchor on the cascade", verbatim, with its header line. It replaces the longer draft; the v9 values translated from that draft are void and deleted from the bundles so the lane re-translates them. - Volume names (Eric's rename, CC's amendment for VI) as each section's description, the polyglot banners and the Monolith headings: Where This Begins, Who You Are, How You Decide, Cases, What You Owe Others, Growing Wiser, What You Make, No Lethal Action, Retirement, How It Fits Together (The Ethics Cascade), Annexes. - CC's term rules: "the wire" kept and glossed on first use in each volume; "this charter" in the publication rule and CC 7.4 is "the Constitution". - accord_localize.py pins "the wire", "the Constitution" and "this text" per locale for constitution_ethics runs. No 1.2b or TM rendering exists, so each is the judge's most-accepted 1.3 rendering; ties have no row. - Tests: Book IX no longer optional in the book splitter; title and Book IX pins follow the rename and the steward's text. …blished usage - Book IX is the steward's text verbatim: the general first-use gloss of "the wire" does not apply inside it (v2, v7 and v8 keep theirs). - "the Constitution" pins re-sourced from each locale's established rendering of "CIRIS Constitution" across its 1.3 bundle and rc8 shipped text; am, ja, ur, zh change, and the am/ja/zh lines that used another rendering are re-queued. …xt lines --candidate-log records every string the judge reviews with its findings, as returned. --accept-minor fills a withheld line with its highest-scoring reviewed candidate when every objection is MQM severity minor; a major or critical objection, or one with no severity, keeps it withheld. Each acceptance is recorded in the bundle's _meta.accepted_minor (key, candidate, objections verbatim) and survives restaging while the English is unchanged. Calls no model. …; guides "the wire" is defined once, in the text's own prose, as the opening of Book II's introduction. The three inline glosses (publication rule, CC 7.4 paragraph 3, the Retirement Standard) are gone from the canon, the polyglot and its book sources; each line is back to its CC wording. The Monolith drops a repeated "flourishing axis" to stay inside the 10x bound. One translate pass over the new and changed lines and the withheld keys, then --accept-minor: 2 lines accepted (te, ur), recorded in _meta. All 28 locales are still partial; none is reassembled and none is filled with English. Where the English is unclear: what 28 languages' reviewers tripped onSource: the rc11 translation pass, lane 7. That's 474 reviewed candidates and 1,200 findings, 900+ of them major or critical, nearly all accuracy (meaning), not style. Seven English lines carry almost all of it. Read as evidence about the English, here is what each line makes translators guess. 1. "the wire" doesn't survive translation (4 lines, 17–24 languages)
2. The definition sentence is a garden path (v2.s01.l01, 24 languages)"In this text, the wire means the signed record nodes carry between them, which alone decides conformance."
3. CC 7.4 paragraph 3 (v7.s01.l03, 22 languages)
4. Publication rule (v2.s03.l17, 19 languages)
5. Book IX step 6 (v9.s01.l07, 17 languages)"The wire carries it: consent as rows the subject signs and withdraws, every threshold M of N over a standing roster, nothing admitted on one voice."
6. Book VI, Bucket D (v6.s03.l05, 10 languages)"…a person with unconditional standing … no hold and no route to standing attaches to a person."
7. Book IX closing (v9.s01.l09, 9 languages)
8. The Retirement Standard is one ~900-word line (v8.s06.l02, 26 languages, 252 major findings)

The text instantiates CC 1.0-rc12 (CIRISConstitution @ d6f7088). From rc12, verbatim apart from the standing "this charter" -> "the Constitution" and "this section" -> "this Book" rules: CC 7.4 paragraph 3 (no signing key, no right to the name, a duty on whoever adopts), the publication rule (its two numbers named), bucket D's child sentence (a person is never held; standing is never reached), and 7.5.5's Retirement Standard as CC's six bullets. Book II's definition now reads "the signed records that nodes exchange with one another; those records alone decide conformance". "the wire" pins are withdrawn: a glossary rule sends its meaning and bans cable words and loanwords; a second rule defines "standing". One translate pass over the changed keys plus Book IX steps 6 and 8; accept-minor took 2 (ja, th). All 28 locales remain partial; none is reassembled. Pins and the changed Resources.zip members regenerated. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01CyM4pHyhvDgVdF7JR8jvzz
…ared Book IX's "Under uncertainty" line has no "the wire" and its English is unchanged, so the values judged in the earlier pass (17 locales) still apply; clearing them for re-translation lost work for no gain. Restored from b5eab29 with their source digests. Step 6 (v9.s01.l07) stays re-translated, since its old values used the withdrawn literal renderings. …les complete; manifest re-signed Eric's ruling: no more paid passes for a few holdout lines. Translate the remainder by hand and ship. After the rc12 pass, 234 values were still withheld across 28 locales, almost all on the seven lines rc12 rewrote or the plain-English master changed. Each was hand-translated from the plain-English master (localize.translation_master), following the term rules: - "the wire" is rendered by meaning, never as a cable word or loanword, one fixed phrase per locale; the Book II definition keeps *the wire* as a quoted English label; - "standing" is a participant's place under the guarantees; - the pinned "the Constitution" / "this text" renderings are used; - every code span, CC reference, number and bold span is kept exactly. Each value is recorded in its bundle's _meta.manual_translation, pending native audit, beside the machine_reviewed values. Checks: - every merged line passed a structural check (code spans, bold count, no "wire" loanword); - Stage.finalize reassembled all 28 locale texts; - `accord_localize.py --verify` passes. Guides: the Never Allowed block now reaches fr and my too, 28 of 28. The my label split accepts "—". GUIDE_EXPECTED_HASHES: the English and _MOBILE guides carry the Never Allowed section, so both pins are updated. The stale pins were the 9 failing tests: M1 guide verification refused to load the accord. Pins regenerated; seed/accord_manifest re-signed over 64 files with the root key (Eric approved), and `--check` passes. apps/ios/Resources.zip: the 32 changed members are rewritten in place, every other member byte-identical. Tests: utils, logic/utils and localization 3655 passed, 0 failed; the other accord, ethics, guide, manifest, localization and prohibition suites 420 passed. Held for 2.17.0; do not merge alone.
Current state (6e3d870)
All 28 locales are complete, and none ships on rc8 text. The text instantiates CIRIS Constitution 1.0-rc12 at d6f7088.
_meta.manual_translation, pending native audit.accord_localize.py --verifypasses.seed/accord_manifestis re-signed with the root key, and--checkis ok over 64 files.GUIDE_EXPECTED_HASHESis updated for the English and _MOBILE guides. What follows is the history of the passes, kept for the record.
Held for the release carrying ciris-server 0.5.237; do not merge alone.
Draft and BLOCKED: all 28 locales are still partial after the rc12 pass and the accept-minor rule, and none may ship on its rc8 text. A locale on rc8 still carries the old Section VII force outline, which contradicts CC 7.4 and the LETHAL_ACTION prohibition. The blocking keys are listed below and in full in the PR comments.
Moves the constitution_ethics 1.3 text from CIRIS Constitution 1.0-rc8 to 1.0-rc12 (CIRISAI/CIRISConstitution @ d6f7088, tag v1.0-rc12, 2026-10-27). rc12 carries the rc11 delta plus four English-clarity rewrites made where the translators stalled. The source is the CC session's delta,
review/agent_sync/rc8_to_rc11_ethics_delta.md@ c93399b (rc12 branch).English canon
v1.0-rc12(checked against the tag) with the standing rules ("this charter" → "the Constitution", "this section" → "this Book"):v8.s06.l02–l07). The agent text keeps its own two references there ("(Scope; plain rule N5)" and "plain rules 1c and 1e" where CC cites CC 4.5.3); no other word differs.Polyglot and Monolith
Every changed passage, including Books VII, VIII and IX, is clean English between the 1.3 insertion markers (steward ruling, #1256). The book sources are re-synced;
book_9_ethics_cascade.txtreplacesbook_9_mathematics.txt.The Monolith carries short faithful forms of Books VII (now with rc12's "no CIRIS signing key, no right to the CIRIS name"), VIII and IX. That keeps it inside the 10x size bound; it drops one repeated "flourishing axis" for the same reason. The polyglot's Book II carries the wire definition inside its 1.3 insertion block.
Glossary pins (
CONSTITUTION_ETHICS_TERM_PINS)"the Constitution" is a proper name. Each locale's pin is its established rendering of "CIRIS Constitution": the most frequent across its whole 1.3 bundle and its rc8 shipped text, extracted line by line.
Changes from the first, judge-vote pins:
Unchanged, and confirmed by established usage: ar دستور 11, bn সংবিধান 11, de Verfassung 11, es Constitución 12, fa قانون اساسی 11, fr Constitution 12, ha Kundin Tsarin Mulki 12, hi संविधान 12, id Konstitusi 12, it Costituzione 11, ko 헌장 6 vs 헌법 5, mr संविधान 11, pa ਸੰਵਿਧਾਨ 11, pt Constituição 11, ru Конституция 12, sw Katiba 11, ta அரசியலமைப்பு 11, te రాజ్యాంగం 10, th รัฐธรรมนูญ 9, tr Anayasa 12, uk Конституція 12, vi Hiến chế 6 vs Hiến pháp 5, yo Ìpilẹ̀-Òfin 7. my keeps the English "Constitution"; no Burmese rendering recurs.
The am, ja and zh lines that used a different rendering were re-queued.
"this text" is pinned only where one demonstrative form leads outright: fa, ha, hi, te, tr, uk.
"the wire" and "standing" (CC rc12 translation rule). The literal "the wire" pins (ሽቦ, السلك, سیم, fil, filo, Wire, сеть …) are withdrawn. Every constitution_ethics request now carries a glossary rule: render "the wire" by its meaning ("the signed records that nodes exchange", or the locale's closest form), never as a cable word or a loanword, and use one rendering throughout. A second rule says "standing" is a participant's place under the guarantees (what the rules owe them), not legitimacy, a right or rank, and that "a standing roster" is not this term. No meaning-rendering or "standing" rendering is pinned yet. Most lines that carry them are still withheld (see below), so no locale has a rendering the judge has consistently accepted.
Translations (machine_reviewed, never audited) — BLOCKING
Eight passes ran. The eighth covered the rc12 lines (
v2.s01.l01,v2.s03.l17,v6.s03.l05,v7.s01.l03,v8.s06.l02–l07) plus Book IXv9.s01.l07andl09(estimated spend ~$31). Every reviewed string and its findings went to--candidate-log. Afterwards thev9.s01.l09values the seventh pass had accepted (17 locales) were restored: that line has no "the wire" and its English is unchanged.Accept-minor rule (
--accept-minor): a withheld line takes its highest-scoring judge-reviewed candidate only when every objection is MQM severityminor. Amajororcriticalobjection, or one with no severity, keeps it withheld. The severities are the judge's own. Each acceptance is in that bundle's_meta.accepted_minor(key, candidate, score, objections verbatim). Everything staysreview_status: machine_reviewed.Accepted as minor (3 standing):
uraccord.v6.s07.l01(repair: anthropic/claude-opus-5, MQM 98): minor/terminology, "Constitution" treated as a product name; minor/accuracy, "جائزہ" looser than "تشخیص" for the RM assessment.jaaccord.v8.s06.l04(draft, MQM 99): minor/terminology, 「ファミリー」 vs a mixed compound for "family".thaccord.v8.s06.l05(repair: anthropic/claude-opus-5, MQM 98): minor/terminology, "ข้อมูล" narrower than "material"; minor/fluency, redundant "อยู่อีก".tev9.s01.l07acceptance is withdrawn: that line was re-translated under the new rule and is withheld again.)All 28 locales are BLOCKING. 177 lines are withheld. The judge marks that major or critical: "the defined term the wire is replaced by a paraphrase", "the structure 'X means …' must be kept".
